Something else you might want to consider is having a space that is specific to working. ?A lot of noise from television, children playing, or otherwise can hinder productivity. ?If your home has the available space and room with a door, make it your office. ?This room should be off-limits to any possible distractions. ?Having a door on the room will also allow you to close off your work space when it is time to unwind. ?For example, if your work space happens to be the same as your dining space, you might have trouble separating the two and giving yourself necessary time to decompress after your work is done. ?If you have the space but no door or fourth wall, one can be put in for a few hundred dollars. ?This may sound substantial, but it may not be if you are truly able to work more efficiently when complete. ?Furthermore, a lot of items pertaining to a home office can be written off as tax deductions within limits.

Do all you can to make your home office a comfortable yet professional working environment. If you don?t have a suitable office chair or desk, you could buy them second-hand from a site such as eBay or Gumtree. Ensuring you won?t be interrupted repeatedly, you might want to consider using one phone line for business calls only, and leave your personal calls to come through a cell phone. Disabling a doorbell or putting up a sign asking visitors to knock during your work hours may be necessary if you live in a bustling neighborhood.

Working from home can save you a lot of money on gas and usage of your vehicle. It can also free up a lot of time in your schedule that would have otherwise gone to commuting. In addition to those cost-saving breaks, you don?t ever have to worry about getting up early to pack a lunch or wasting money going out to a restaurant eat. ?An unexpected added bonus is the health benefits of being able to cook and eat at home on your own time.

Out of sincere love for Pokemon Red and Blue, he created the iconic house pixel for pixel with perler beads. Game Boy Android Gamepad Mod

The staple and most important origin of portable gaming, no one but a monster would take a classic Game Boy apart ? at least, for good reason. Thankfully, YouTube user Chad Boughton had a pretty good reason for disassembling his, and here?s the result!

Replacing the screen with a phone case, an Android phone takes the place of the once black and green screen. The lovely old Game Boy buttons couldn?t play anything higher than 8-bit, but now it can be used to play any retro game of your choice via ROMs and emulators. He even used the circuit from a Wii Remote to implement Bluetooth capabilities.

Sarah Palin and Fox News Channel part ways

(Reuters) - Republican former Alaska Governor Sarah Palin has parted ways with Fox News Channel after working for three years as a paid commentator, the cable TV network said on Friday.

Palin, who went from being a little-known governor to a political sensation after Senator John McCain picked her as his running mate in the 2008 presidential election, was one of the channel's biggest names despite appearing only occasionally.

"We have thoroughly enjoyed our association with Governor Palin," Bill Shine, Fox News Channel executive vice president of programming, said in a statement. "We wish her the best in her future endeavors."

Fox News Channel declined to give details of Palin's departure, and a spokesperson said only that the two had "parted ways."

Palin, a polarizing figure in U.S. politics, has enjoyed a strong following among many Republicans and supporters of the conservative Tea Party movement. Fox News Channel appeals to a conservative audience.

Google Tops Online Video Rankings - Sphinx Web Design Experts

Online videos were a hot commodity in December ? 182 million U.S. Internet users watched 38.7 billion videos, comScore Video Metrix said in its latest report.

Video ad views totaled 11.3 billion ? twice as many as in January 2012 translating into a 59 percent year-over-year growth.

Google Sites ranked as the top online video content property in December, thanks to driven YouTube.com, with 153 million unique viewers. Facebook placed second with 58.8 million. In third was VEVO with 51.6 million views followed by NDN with 49.9 million and Yahoo! Sites with 47.5 million.

Nearly 38.7 billion video content views occurred during the month, with Google Sites generating the highest number at nearly 13.2 billion, followed by AOL, with 692 million. Google Sites had the highest average engagement among the top 10 properties.

Americans watched 11.3 billion video ads in December and Google Sites was at the top of the heap with nearly 2 billion ads. BrightRoll Video Network took second place with 1.8 billion and Liverail.com, with 1.8 billion, took the third-place slot. Time spent watching video ads totaled 4.1 billion minutes. BrightRoll Video Network delivered the highest duration of video ads at 966 million minutes.

Video ads reached 53 percent of the total U.S. population an average of 70 times during the month. Delivering the highest frequency of video ads to its viewers was Hulu with an average of 65. Google Sites delivered an average of 20 ads per viewer.

Top 10 YouTube Partner Channels by Unique Viewers

Video music channel VEVO kept the top spot in the ranking with 50.5 million viewers, according to December 2012 YouTube partner data. Fullscreen took second place for the first time with 31.1 million viewers, followed by Maker Studios, Warner Music, and Machinima.

Machinima had the highest level of engagement (68 minutes per viewer) of the top 10 YouTube partners. Maker Studios was second with 44 minutes per viewer. VEVO streamed the greatest number of videos (565 million), followed by Machinima (503 million).

How did $300 get billed to unused phone?

Despite years of investigations, congressional hearings and promises from the telecommunications industry, phone bill ?cramming? -- ?the addition of usually?small third-party charges without a subscriber's consent --?remains a major consumer headache.

Brett Strauss can attest to that. He purchased an AT&T cellphone for his business that wasn't used for months, but somehow accrued more than $300 in charges for unwanted third-party services that were crammed onto his bill during that period.?

Both AT&T and the third-party firm behind the charges, Los Angeles-based GoLiveMobile, said that they require a strict sign-up process they call "double opt-in," meaning consumers must twice confirm they authorize a charge to their service.

But Mark Siegel, spokesman for AT&T, confirmed Strauss? phone had been dormant when the charges appeared. How those charges ended up on his bill remains a mystery.


Strauss said he has about 12 phones for his employees, and this one wasn?t needed. "The phone has sat in a drawer all this time having never been used," he said. "This makes the cramming issue all the more interesting. How do you cram an unused phone?"

To most consumers, cramming is a mystery. The root of the problems dates back to the original breakup of the AT&T telephone monopoly in the 1980s, which required the telephone giant to allow third-parties to use their equipment and offer alternative services, such as long distance.? Rogue operators quickly learned they could trick AT&T and other phone providers into signing up consumers for services they didn?t want, and ?cram? these onto their bills. Cramming has since been a thorn in the side of consumers, first targeting those with land-lines, when tack-on services like unnecessary voice mail were often snuck onto bills. It has seen resurgence in the age of cellphones and smartphones, as crammed charges are easily intermingled with legitimate third-party fees, creating even more consumer confusion.

The charges may be small -- usually $9.99 or less at a time -- but they add up to big money. A report issued by Sen. Jay Rockefeller, D-W.Va.,? in 2011 found that consumers lose $2 billion annually to unwanted third-party phone charges, and big telecom firms earned $650 million from 2006-2011 as their cut from companies that crammed consumers.?

Last year, the Federal Communications Commission adopted new rules aimed at curbing cramming, but the agency stopped short of banning the practice.

Arguments about cramming often devolve into a he-said, she-said affair, with telecom firms saying consumers agreed to the charge and consumers denying they did so.?

That's why the Strauss case is interesting.? AT&T doesn't disagree with his contention that the phone was unused, yet it still maintains that it requires third-party firms to utilize a double-opt in process. How could that be?

"We do require the double opt-in process I described to you, but that's not to say it's impossible for a customer to get, say, a text message from a third party that does not follow this process," said Siegel, the AT&T spokesman.

The double-opt in process, as Siegel described it, involves a consumer texting a service to sign up, then receiving an initial acknowledgement text with a PIN code that must be sent back to the firm before billing is initiated.

"It's not possible for (third-party firms) to magically appear and to start to bill you," he said. "Someone had to order (services) in some way, even if was just by accident."

He added that AT&T is very strict about which third-party firms it allows into its system.

"The only way we will agree to have third-party billing with a company is if they agree to use this double opt-in process," he said. "Ultimately, since this appears on our bill, we need to deal with it."

For its part, GoLiveMobile said in an email that it would not comment on Strauss' situation, but that it follows strict sign-up procedures.

?While we do not comment on individual customer cases, GoLive! has procedures and policies that exceed industry best practices, including in keeping with guidelines of the Mobile Marketing Association, its cell carrier partners, and various third-party auditing firms focused on consumer protection," said the statement, which the author asked be attributed to a company spokesperson. "Any and all customers must go through a double opt-in feature, where customers must be in physical possession of their mobile device and accept the industry-approved terms and conditions of the program, including all relevant charges and fees twice before any program is activated."

Strauss said none of that happened. He hadn't heard of GoLiveMobile until he found a series of charges on his cellphone bill for a service named MoZoot, which is provided by GoLiveMobile. MoZoot lets users ask questions and get answers via text message.?

"I never once contacted these folks as Google does just fine answering my questions," Strauss said.

There are numerous other complaints about MoZoot published by consumers online.?

The FCC said in 2011 that as many as 20 million U.S. consumers are hit annually by cramming. Crammers rely on consumers not scanning their bills diligently and not noticing the small charges they insert for many months ? if at all. If they do notice them, they are often stuck in a Catch-22 -- the telecom carrier will refer them to the third-party firm to request a credit. The third-party firm will often refuse to give credit for more than 30 or 60 days.

To its credit, AT&T refunded all Strauss' money -- a total of $318 -- directly after he called to complain.?

In its statement to NBC News, GoLiveMobile said it has a liberal refund policy.

"While the industry standard is to grant a refund for a maximum of 60-90 days, we go above and beyond this policy to grant refunds for the complete lifetime of any sign-up," it said.?

Strauss was also given the chance to lock his cellphone account against any future third-party charges. He wondered why such a block wasn't enabled in the first place.

"Why does AT&T only install the security (block) after you complain, even though they know clearly that this is a big problem?" he said.

The new FCC rules require that firms give consumers the opportunity to block their phones against third-party charges, but they do not require firms to set the block by default, and most don't.

"There is a very high demand from our customers for third-party billing,? said AT&T?s Siegel. ? That's not a surprise given the growth in apps, music downloads, and so on. This is something that our customers really want, because it's convenient."

AT&T also sends regular, helpful text messages to consumers warning them that they are being billed for a third-party service and including a link to challenge the bill if necessary at http://att.com/mobilepurchases .? In fact, one such warning led Strauss to check his bill more closely and discover the GoLiveMobile charges.

"That's the larger issue," Siegel said. "You need to check your bills carefully and if you see (an unwanted) charge get in touch with us right away."

WASHINGTON (AP) ? President Barack Obama will nominate former U.S. attorney Mary Jo White, who built a reputation prosecuting white-collar crimes, to lead the Securities and Exchange Commission, an agency that has a central role in implementing Wall Street reform.

White House press secretary Jay Carney said Obama would announce White's nomination during a ceremony in the State Dining Room Thursday afternoon.

"She's got an incredibly impressive resume," Carney said. "The president is very pleased to be able to nominate her."

At the same event, Obama will renominate Richard Cordray to serve as head of the Consumer Financial Protection Bureau, a White House official said. The president used a recess appointment last year to circumvent Congress and install Cordray as head of the bureau. That appointment expires at the end of this year.

The official spoke on the condition of anonymity in order to discuss the nomination before the president announces it.

White spent nearly a decade as the U.S. attorney in Manhattan, handling a wide array of white-collar crimes and complex securities and financial fraud cases. White House officials say that experience makes her well-positioned to implement Obama's Wall Street reform legislation.

While serving as U.S. attorney, White also won convictions related to the 1998 bombings of two U.S. embassies in Africa and the 1993 World Trade Center bombing.

If confirmed by the Senate, White would take over the helm at the SEC from Elisse Walter, who is serving out the rest of former SEC chairwoman Mary Schapiro's term. Schapiro resigned in December.

In 2000, White led the criminal prosecution of more than 100 people ? including members of all five New York crime families ? accused of strong-arming brokers and manipulating prices of penny stocks. The action was called one of the biggest crackdowns on securities fraud in U.S. history at the time.

White's office also won a record $606 million in restitution from the securities arm of the Republic New York Corp. bank in 2001. That year, the bank pleaded guilty to conspiring with an investment adviser to hide hundreds of millions of dollars in losses from Japanese investors.

Cordray has run the consumer bureau since last year, when Obama used a recess appointment to install him in the job. Senate Republicans had opposed Cordray, as well as the concept of the consumer bureau.

Sen. Elizabeth Warren, D-Mass., first conceived of the idea of a consumer protection bureau. Obama considered naming her to lead the bureau, but her nomination would likely have run into deep opposition on Capitol Hill.

White, 65, currently heads the litigation department at law firm Debevoise & Plimpton.

She was the first woman to hold the position of U.S. attorney in Manhattan, one of the most prestigious positions in federal law enforcement. During her tenure from 1993 to 2002, White won convictions of white-collar criminals, drug traffickers and international terrorists. The most notable was Ramzi Yousef, the mastermind of the 1993 World Trade Center bombing.

She also led the prosecution of mob boss John Gotti when she was acting U.S. attorney in Brooklyn in 1992. Gotti died in prison in 2002.

If confirmed by the Senate, White would be the first prosecutor to head the 79-year-old SEC. Most SEC chairmen traditionally have come from Wall Street or the ranks of private securities lawyers. The choice of White is likely intended to bolster the agency's enforcement profile in the aftermath of the financial crisis.

White's background differs sharply from that of Schapiro, who stepped down last month after guiding the agency in the four years after the crisis. Schapiro worked at the Commodity Futures Trading Commission and the Financial Industry Regulatory Authority, the securities industry's self-policing organization. Some consumer advocates have said that Schapiro's experience as CEO of FINRA made her more likely to seek compromise and less likely to aggressively pursue misconduct.

During Shapiro's tenure, the SEC reached major settlements with the biggest banks on Wall Street, including Goldman Sachs, JPMorgan Chase and Citibank. But critics said the penalties were small compared with the banks' revenues. And they complained that no senior executives were held accountable.

White would be expected to give high priority to expanding the enforcement efforts.

At the same time, much of the pressing work facing the agency involves writing new rules. The SEC is seeking stricter rules for money-market mutual funds and must get into shape the so-called Volcker Rule, which would bar banks from making certain trades for their own profit.

As head of litigators at Debevoise & Plimpton, White has represented a number of financial institutions likely to have crossed swords with the SEC in enforcement cases. Her clients also included former Bank of America CEO Ken Lewis, whom she represented in a 2010 civil lawsuit by then-New York Attorney General Andrew Cuomo accusing Lewis of misleading shareholders in the bank's merger with Merrill Lynch.

White also represented the largest U.S. hospital chain, HCA, in the insider-trading investigations by the SEC and the Justice Department of former Senate Majority Leader Bill Frist, whose family owned HCA. The investigations were closed in 2007 with no charges filed against Frist.

Epigenetic Signatures Consistent In Metastases Of 13 Prostate ...

In a genome-wide analysis of 13 metastatic prostate cancers done on men who died of metastatic prostate cancer and whose tissue samples were collected after a rapid autopsy, scientists found consistent epigenetic signatures across all metastatic tumors in each patient.?

The discovery of stable epigenetic marks that sit on the nuclear DNA of cancer cells and alter gene expression, defies a prevailing belief that the marks vary so much within each individual's widespread cancers that they have little or no value as targets for therapy or as biomarkers for treatment response and predicting disease severity.?

Samples from three to six metastatic sites in each of the patients and one to three samples of their normal tissue were analyzed to determine the amount of molecular marks made up of methyl groups that attach to sites along the genome in a process known as DNA methylation. The process is part of the expanding field of epigenetics, known to help drive cell processes by regulating when and how genes are activated. Mistakes in epigenetic processes also are known to trigger or fuel cancers.

"Knowing both the genetic and epigenetic changes that happen in lethal prostate cancers can eventually help us identify the most aggressive cancers earlier and develop new therapies that target those changes," says Srinivasan Yegnasubramanian, M.D., Ph.D., assistant professor of oncology at The Johns Hopkins University School of Medicine. "But there has been an open question of whether epigenetic changes are consistently maintained across all metastatic sites of an individual's cancer."

The research team found that while methylation patterns vary from one patient to another, many methylation patterns occur "very consistently" within different metastatic sites in an individual patient. They identified more than 1,000 regions of the genome where various types of DNA methylation were consistently maintained within their 13 subjects' genomes.

"As they evolve and grow, cancer cells acquire and maintain changes that enable them to continue thriving," says Yegnasubramanian. "We know that cancer cells maintain and pass along genetic changes in the nucleus of cells across metastatic sites, and our research now shows that epigenetic changes also are maintained to nearly the same degree."

The scientists say that the consistent methylation changes they found appear to represent so-called driver changes critical to the cancer's development and could be targets for treatment. By contrast, other methylation changes found only sporadically in the metastatic sites are more likely what are called passenger changes that occur by chance and are less promising as treatment targets or biomarkers than driver changes.

"Our study shows that for prostate cancer, at least, each person develops his own path to cancer and metastasis, and we can find a signature of that path in the epigenetic marks within their tumors," says Yegnasubramanian, who envisions that certain epigenetic changes can be grouped into clusters to be used as biomarkers signaling a lethal cancer.

Yegnasubramanian and his team also plan to study how each of the driver changes work and how they influence cancer metastasis.

(AP) ? U.S. Africa Command says American planes have begun transporting French troops and equipment in support of the country's mission in Mali.

Tom Saunders, a spokesman for U.S. Africa Command in Stuttgart, Germany said Tuesday that the U.S. Air Force C-17 transport began flights on Monday from the French base in Istres, France, to Bamako.

He said two flights arrived in Bamako on Monday and a third arrived Tuesday morning.

Saunders said the missions will operate over the next several days. He said he could not give any details on how many more flights were envisioned for operational security reasons, and referred any questions about how much equipment and how many soldiers were being transported to the French Ministry of Defense.

Dutch court: Samsung?s Galaxy Tabs do not infringe on Apple design right

Samsung?s Galaxy tablets do not infringe on an Apple design right, the District Court of The Hague ruled Wednesday in response to a request by Samsung.

At issue was Apple?s registration of a rectangular tablet with rounded corners as a ?Community Design,? a form of intellectual property right available in the European Union that allows businesses to prevent others from copying the outward appearance of their products. Apple has attempted to assert the design right to prevent sales of Samsung tablets before, with mixed results.

In?his ruling?on Wednesday, the president of the panel of three judges, Peter Blok, wrote: ?The Galaxy Tab 7.7, 8.9 and 10.1 of Samsung are not covered by the scope of the community design.? This means that Samsung does not infringe on an Apple design right when it manufactures, supplies, markets, imports, exports or uses those products in the Netherlands and the E.U., according to the verdict.

The court cleared a number of Samsung subsidiaries, including Samsung Benelux and Samsung Europe Logistics, of infringement, and ordered Apple to pay Samsung?s costs of ?127,357 ($160,570). If Apple attempts to obstruct Galaxy Tab sales, it faces a fine of ?100,000 per day, up to a ceiling of ?10 million, the court ruled.

This verdict does not, however, prevent Apple from litigating against Samsung, the spokeswoman said.

The?community design?at stake covers a ?handheld computer? and shows sketches of an iPad-like device. The E.U. Office for Harmonization in the Internal Market (OHIM) acknowledged registration of the design in 2004. OHIM also administers the database of E.U.-registered trademarks.

In August 2011, Apple lost an earlier lawsuit in the Netherlands involving the same community design, a loss that?Apple appealed in the Dutch Supreme Court.

Because that case only covered the Galaxy Tab 10.1, Samsung sought clarification and asked the court to rule that its other tablets also don?t infringe on Apple?s design right, a request that resulted in Wednesday?s ruling.

Apple, in a counterclaim, asked the court to rule that Samsung infringed on the design right and asked the court to grant a sales ban on the named products.

In its verdict, the court referred to jurisprudence from other lawsuits between the two companies in Europe concerning the same community design. The most important one is a verdict of the U.K. Court of Appeal that?confirmed in October?a verdict from the U.K. High Court, ruling that the Galaxy Tab 7.7, 8.9 and 10.1 are not protected by the scope of the community design.

That ruling was used as a guide by the District Court of The Hague, because the British judgement related to the same legal issue as in the Dutch case, Blok wrote. ?Moreover, the judgement was made by a higher court than this court,? he said, adding that the fact that there were other Samsung entities involved in the Dutch case does not lead to a different conclusion.

In principle, the District Court of The Hague should follow the British verdict, Blok wrote. Apple did not put forward any other arguments that were rejected by the U.K. Court of Appeal, and Apple did not specify a ground on which the court of The Hague could pass over this verdict, he added. ?The mere fact that Apple does not agree with that assessment is therefore insufficient,? he said, and therefore he saw no reason to reach a different conclusion.

Blok lent less weight to Apple?s victory in Germany on Oct. 24, 2011, when the District Court of Dusseldorf made a preliminary ruling that Samsung?s Galaxy Tab 7.7 infringed on the community design. That verdict was ratified by the Higher District Court of Dusseldorf on July 24, 2012, which imposed a provisional sales ban on the Tab 7.7 in the E.U.?The case is still ongoing.

Samsung welcomed Wednesday?s ruling. ?We continue to believe that Apple was not the first to design a tablet with a rectangular shape and rounded corners and that the origins of Apple?s registered design features can be found in numerous examples of prior art,? said Samsung spokeswoman Anne ter Braak in an emailed statement. ?Should Apple continue to make excessive legal claims based on such generic designs, innovation in the industry could be harmed and consumer choice unduly limited.?

Apple spokesman Alan Hely declined to comment.

Patent surge reveals graphene race

A surge in research into the novel material graphene reveals an intensifying global contest to lead a potential industrial revolution.

Latest figures show a sharp rise in patents filed to claim rights over different aspects of graphene since 2007, with a further spike last year.

China leads the field as the country with the most patents.

The South Korean electronics giant Samsung stands out as the company with most to its name.

The figures, compiled by a UK-based patent consultancy, CambridgeIP, highlight how Britain, which pioneered research into graphene, may be falling behind its rivals.

Early work on graphene by two Russian scientists at the University of Manchester, Andrei Geim and Konstantin Novosolev, earned them a shared Nobel Prize in 2010 and then knighthoods.

The material - described as being far stronger than diamond, much more conductive than copper and as flexible as rubber - is now at the heart of a worldwide contest to exploit its properties and develop techniques to commercialise it.

The Chancellor of the Exchequer, George Osborne, announced further funding for graphene research last month, bringing the total of UK government support to more than ?60m.

But the tally of patents - an essential first step to turning a profit from a substance still based in the lab - shows how intense the worldwide competition has become.

According to new figures from CambridgeIP, there were 7,351 graphene patents and patent applications across the world by the end of last year - a remarkably high number for a material only recognized for less than a decade.

Of that total, Chinese institutions and corporations have the most with 2,200 - the largest number of any country and clear evidence of Chinese determination to capitalise on graphene's future value.

The US ranks second with 1,754 patents. The UK, which kickstarted the field with the original research back in 2004, has only 54 - of which 16 are held by Manchester University.

UK science minister David Willetts, who has identified graphene as a national research priority, said the figures show that "we need to raise our game".

Most striking of all the figures is that the South Korean electronics giant Samsung leads the corporate field with an immense total 407 patents. America's IBM is second with 134.

The chairman of CambridgeIP, Quentin Tannock, told the BBC: "There's incredible interest around the world - and from 2007 onwards we see a massive spike in filings all over the world particularly in the USA Asia and Europe."

But he warned that despite the British government's support, there was a serious risk that the UK may lose out.

"Britain has got a reputation for being very canny, having very good inventors, so the race isn't over.

"But my concern is that in Britain there isn't an appreciation of just how competitive the race for value in graphene is internationally, and just how focused and well-resourced our competitors are.

"And that leads to a risk that we might underinvest in graphene as an area and that therefore we might look back in 20 years' time with hindsight and say 'that was wonderful, we got a lot of value, but we didn't get as much as we should have done'."

The head of graphene research at the National University of Singapore confirmed to me that the material is now the subject of an intense contest.

Professor Antonio Castro Neto said: "It's extremely competitive not only from the point of view of science? but also from a business point of view because many many companies are starting to operate and sell graphene and graphene-related things."

He believes that Britain still has "the potential to compete and be as big as what's happening here in Asia".

"But Asia, especially Singapore, started early. They had the vision to start early - but we still have to see what's going to happen. There are lots of things going on and it will take time to find out who is going to win the race," he explained.

Beyond the horizon

However one of the scientists behind the original work on graphene, Professor Geim, told me that many Western companies lack the ability to pursue research.

"Industry is more worried not about what can be done, but what competitors are doing - they're afraid of losing the race.

"There is a huge gap between academia and industry and this gap has broadened during the last few decades after the end of Cold War, so I try as much as I can to reach to the industry.

"This is what has happened in last 30-40 years. We killed famous labs like Bell labs. Companies have slimmed down so they can no longer afford top research institutes. If something is happening in Korea it's because Samsung have an institute - there is nothing like that in this country.

"They can't see beyond a 10-year horizon and graphene is beyond this horizon."

European efforts may get a boost later this month when the European Commission announces the winners of a prize of one billion euros over 10 years for scientific research.

One of the six shortlisted entrants is a consortium of researchers under the banner Graphene Flagship.

And Mr Willetts, pointing to BP's commitment to establish a $100m graphene research facility in Manchester, said Britain could become "a world centre for graphene research" and attract more investment - but he admitted it was a difficult challenge.

WASHINGTON, Jan 11 (Reuters) - The consequences of climate change are now hitting the United States on several fronts, including health, infrastructure, water supply, agriculture and especially more frequent severe weather, a congressionally mandated study has concluded.

A draft of the U.S. National Climate Assessment, released on Friday, said observable change to the climate in the past half-century "is due primarily to human activities, predominantly the burning of fossil fuel," and that no areas of the United States were immune to change.

"Corn producers in Iowa, oyster growers in Washington State, and maple syrup producers in Vermont have observed changes in their local climate that are outside of their experience," the report said.

Months after Superstorm Sandy hurtled into the U.S. East Coast, causing billions of dollars in damage, the report concluded that severe weather was the new normal.

"Certain types of weather events have become more frequent and/or intense, including heat waves, heavy downpours, and, in some regions, floods and droughts," the report said, days after scientists at the National Oceanic and Atmospheric Administration declared 2012 the hottest year ever in the United States.

Some environmentalists looked for the report to energize climate efforts by the White House or Congress, although many Republican lawmakers are wary of declaring a definitive link between human activity and evidence of a changing climate.

The U.S. Congress has been mostly silent on climate change since efforts to pass "cap-and-trade" legislation collapsed in the Senate in mid-2010.

The 1,146-page draft report is available atA three-month period for public comment will now ensue, as well as a review by the National Academies of Sciences, before the final version is produced.

The advisory committee behind the report was established by the U.S. Department of Commerce to integrate federal research on environmental change and its implications for society. It made two earlier assessments, in 2000 and 2009.

Thirteen departments and agencies, from the Agriculture Department to NASA, are part of the committee, which also includes academics, businesses, nonprofits and others.

'A WARNING TO ALL OF US'

The report noted that of an increase in average U.S. temperatures of about 1.5 degrees F (.83 degree C) since 1895, when reliable national record-keeping began, more than 80 percent had occurred in the past three decades.

With heat-trapping gases already in the atmosphere, temperatures could rise by a further 2 to 4 degrees F (1.1 to 2.2 degrees C) in most parts of the country over the next few decades, the report said.

Certain positive consequences of rising temperatures, such as a longer growing season, were said to be offset by more disruptive impacts, including:

- threats to human health from increased extreme weather events, wildfires and air pollution, as well as diseases spread by insects and through food and water;

- less reliable water supply, and the potential for water rights to become a hot-button legal issue;

- more vulnerable infrastructure due to sea-level rise, bigger storm surges, heavy downpours and extreme heat;

- warmer and more acidic oceans.

"This draft report sends a warning to all of us: we must act in a comprehensive fashion to reduce carbon pollution or expose our people and communities to continuing devastation from extreme weather events and their aftermath," Senator Barbara Boxer, a California Democrat who heads the Senate environment committee, said in a statement.

Some Democrats hope President Barack Obama will use his executive powers to clamp down further on some carbon-polluting industries. Obama has cited climate change as a priority since being re-elected in November.

Democrats could consider narrow legislation aimed at funding climate change mitigation, some environmentalists say. That might include making schools and community centers better able to withstand the extreme weather that is one expected consequence of a changing climate.
